2022年12月16日、岸田政権は国家安全保障戦略等の「安保３文書」の改定を閣議決定しました。この「安保３文書」には、「敵基地攻撃能力（反撃能力）」の保有及び防衛費を43兆円に増額する方針が明記されています。敵基地攻撃能力とは、相手の領域内を攻撃できる能力であり、且つ、国際法で禁じられた先制攻撃となる危険性を孕むもので、非戦を謳った憲法に反するものです。戦争を回避する抑止力となるのは、決して敵基地攻撃能力（反撃能力）などではなく、対話による外交です。 私たち消費者団体は、日々の暮らしの中で起こるさまざまな消費者問題の解決に向けて活動しています。そんな私たちの活動も、平和な社会が保障されているからこそ可能であることは、改めて言うまでもありません。1957年から毎年開催している全国消費者大会では、憲法に則った平和主義の大切さを確認し続けています。消費者団体と共に消費者運動を担う生活協同組合は、「平和とよりよい生活のために」をスローガンに掲げています。その根底にあるのは、二度と戦争を起こしてはいけない、起こさせてはいけないという強い意思です。 私たちは、平和な暮らしを妨げ、いのちを脅かす一切のものを拒否することが消費者運動の基本であることを改めて確認するとともに、いのちと暮らしを尊ぶ平和な社会を求め、敵基地攻撃能力（反撃能力）の保有と防衛費の増大に反対します。 2023年1月23日＜呼びかけ団体＞主婦連合会日本消費者連盟 原文はこちら [Joint statement] We consumers seek a peaceful society that respects life and livelihood.We oppose the possession of the ability to attack enemy bases (counterattack ability) and the increase in defense costs.please agree On December 16, 2022, the Kishida administration made a Cabinet decision to revise the "Three Security Documents," including the National Security Strategy. The "three security documents" stipulate the policy of possessing "enemy base attack capability (counterattack capability)" and increasing the defense budget to 43 trillion yen. The ability to attack enemy bases is the ability to attack within the enemy's territory, and it carries the risk of being a preemptive strike prohibited by international law, and is contrary to the constitution that stipulates non-war.Various groups have raised their voices in protest against this cabinet decision, but unfortunately it is difficult to say that it has spread throughout society. Therefore, we, a consumer group, are thinking that we can raise public opinion by issuing a joint statement opposing the possession of the ability to attack enemy bases (counterattack capability) and the increase in defense spending.Consumer groups engage in activities aimed at solving various consumer issues on a daily basis, and each of them specializes in different areas. However, our activities are possible only because a peaceful society is guaranteed. If the pacifist constitution were to be neglected, consumers' rights such as "the right to be guaranteed the basic needs of life," "the right to safety," and "the right to work and live in a healthy environment" Rights can be shaken. In order to prevent such a situation, I think it is very meaningful for consumer groups to raise their voices together.Therefore, we have decided to solicit the support of the attached "Joint Statement" from consumer groups and citizen's groups.
